(1) A building surveyor may grant a certificate of substantial compliance if the building surveyor is satisfied that the building work that is the subject of the application for the certificate (a) substantially complies with, or may be made to comply with, this Act; or(b) does not comply with this Act but the non-compliance is not detrimental to the safety and health of any occupant, or any future occupant, of the building.(2) A certificate of substantial compliance may be granted subject to any relevant condition imposed by the building surveyor that does not impose a greater standard, or requirement, on the building work than the standard or requirement imposed by this Act.(3) If a building surveyor grants an application for a certificate of substantial compliance, the building surveyor is to provide the applicant with a certificate of substantial compliance in an approved form.
