(1) A building surveyor is to refuse to grant a certificate of substantial compliance if the building surveyor is satisfied that the building work is not likely to comply, or cannot be made to comply, with this Act.(2) A building surveyor must notify an applicant for a certificate of substantial compliance, in writing, of (a) his or her refusal to grant the certificate of substantial compliance; and(b) the reasons for his or her refusal; and(c) the right of appeal under this Act in respect of the refusal.
