transitional period, a person who is carrying out a clearance inspection and
issuing clearance certificates at a mine is taken to be a licensed asbestos
assessor if the mine operator of the mine —
(a)
considers the person is a competent person to carry out the work; and
(b)
appoints the person to carry out the work at the mine.
