Victorian Numbered Regulations Victorian Numbered RegulationsAn authorised person manufacturing an explosive mixture must ensure that, when the process of manufacturing an explosive mixture has been completed, all mixing appliances, receptacles, other equipment and tools used in making the explosive mixture are cleaned so that—
(a) any residual trace of the mixture cannot initiate or contribute to an explosion; and
(b) there is no risk to any subsequent user of the equipment or tools.
