(1) A council of a municipal area, as far as is reasonably practicable, is to (a) ensure that the owners of property are informed of their duties under this Act (i) in relation to any building work, plumbing work or demolition work; and(ii) in maintaining and using a building; and(b) make itself aware of (i) building work, plumbing work or demolition work being performed in the municipal area; and(ii) the use and occupation of buildings in its municipal area; and(c) if applicable, ensure proceedings are instituted against any person or body failing to comply with this Act; and(d) enforce an order issued by a building surveyor, if appropriate to do so.(2) The general manager of a council may, at all reasonable times, enter any premises or land where there is a building, temporary structure, building work, plumbing work or demolition work, if necessary to perform a function or exercise a power under this Act.
