1 Surveyors Bill 2003 SURVEYORS BILL 2003 EXPLANATORY NOTES FOR AMENDMENTS TO BE MOVED IN COMMITTEE BY THE HONOURABLE STEPHEN ROBERTSON MP Title of the Bill Surveyors Bill 2003 Objectives of the Amendment The amendment will broaden the scope for persons to be nominated to the Surveyors Board of Queensland. Clause 12(3) will be amended by adding further criteria under which registered persons might be nominated for Board appointment. Estimated Cost for Government Implementation There are no costs implications for the Government or the Board attaching to this Bill. Consistency with Fundamental Legislative Principles The Bill is consistent with fundamental legislative principles. Consultation This Bill emanated from an approach made by the Institution of Engineering and Mining Surveyors Queensland in regard to member opportunities to be nominated to the Board. Significant numbers of recent
2 Surveyors Bill 2003 applications have been made from their institution membership for registration with the Board. The Queensland Surveyors Board and other surveying entities have been approached and are comfortable with the broadening of the criteria along the lines proposed in the Bill. NOTES ON PROVISIONS Clause 12 (3)[Omit, Insert] This amendment broadens the provisions for nominees to the Queensland Surveyors Board so that recently registered and appropriate surveyors might be nominated for consideration as members to the Board. These surveyors might otherwise have been prevented from being nominated by the Bill's five year registration requirement. The objective of this amendment will be achieved by permitting registered surveyors with many years experience as a registered person with the former Board of Examiners or longstanding membership of an appropriate surveying entity, to be nominated for consideration as members of the Board. In both cases the registration or membership need not necessarily be held over a non-interrupted period. There are no other ways of achieving the objectives of this amendment. The Surveyors Bill 2003 restricts nominees to the Board to those surveyors who have been registered (with that Board) for more than five years. The Minister or Governor in Council could not recommend or appoint a person unless the five year requirement was satisfied. © State of Queensland 2003
