2013-2014 THE PARLIAMENT OF THE COMMONWEALTH OF AUSTRALIA HOUSE OF REPRESENTATIVES TELECOMMUNICATIONS LEGISLATION AMENDMENT (DEREGULATION) BILL 2014 SUPPLEMENTARY EXPLANATORY MEMORANDUM Amendment to be moved on behalf of the Government The amendment amends the Bill to remove Schedule 5. Schedule 5 to the Bill currently contains modest amendments to the Telecommunications Act 1997 (Telecommunications Act) and the Australian Communications and Media Authority Act 2005 related to the repeal of some record-keeping and reporting requirements in Part 13 of the Telecommunications Act. These record-keeping and reporting requirements apply in relation to authorised disclosures of certain information by carriers, carriage service providers, number-database operators and their respective associates. Following further consultation, the Government has decided not to proceed with the proposed changes, in recognition of concerns raised by some stakeholders that the measures may go beyond red tape reduction or lead to a perception that necessary privacy protections are being reduced.
