OUTLINE


This amendment allows for variation of the funding amounts to take into account the flow on effects of 1999 supplementation rather than the funding amounts in 1998 prices, as provided for in the Bill.

Under section 78 of the States Grants (Primary and Secondary Education Assistance) Act 1996, the Minister may supplement funding amounts shown in the Act for a programme year after taking into consideration changes in Average Government School Costs for recurrent funding and the Building Price Index for capital funding.

The funding amounts shown in the Bill are in 1998 final prices. This means that these amounts incorporate supplementation up to, and including, 1998.

A regulation allowing cost supplementation for 1999 and future years will be made shortly but will only permit supplementation of those funding amounts shown in the Act at the time the regulation is made. As the regulation will be made prior to the expected passage of the Bill, the amounts shown in the Bill will not incorporate the 1999 supplementation flow-on effects and hence will be understated.

FINANCIAL IMPACT


This amendment updates the amounts to incorporate the 1999 supplementation flow-on effects. The funding amounts for initiatives contained in the Bill are now:

• $38.3 million for 2000 to increase funding under the Literacy and Numeracy Programme;
• $27.9 million for 2000 to extend funding for the National Asian Languages and Studies in Australian Schools (NALSAS) strategy for 2000;
• an additional $10.3 million for each of the programme years 2000 up to, and including, 2003 for the non-government component of the Capital Grants Programme; and
• an additional $2.0 million for Short Term Emergency Assistance (STEA) for 2000.

NOTES ON AMENDMENT TO THE BILL

Amendments to Schedule 1


Items 2-5, page 3 (lines 5,16,20 and 24) of the Bill are amended by omitting the stated grant amounts and substituting a higher figure in each case to take into account the flow on effects of 1999 supplementation.

Item 6, page 4 (line 1) of the Bill is amended by omitting the stated grant amount and substituting a higher figure to take into account the flow on effects of 1999 supplementation.

Items 9-11, page 4 (lines 11,15, and 19) of the Bill are amended by omitting the stated grant amounts and substituting a higher figure in each case to take into account the flow on effects of 1999 supplementation.

Item 12, page 4 (line 22) of the Bill is amended by omitting the stated grant amount and substituting a higher figure to take into account the flow on effects of 1999 supplementation.
