2016 - 2017 THE PARLIAMENT OF THE COMMONWEALTH OF AUSTRALIA HOUSE OF REPRESENTATIVES Renewable Energy (Electricity) Amendment (Continuing the Energy Transition) Bill 2017 EXPLANATORY MEMORANDUM and STATEMENT OF COMPATIBILITY WITH HUMAN RIGHTS Circulated by authority of Adam Bandt MPRenewable Energy (Electricity) Amendment (Continuing the Energy Transition) Bill 2017 OUTLINE The current large scale renewable energy target increases year on year to incentivise increased investment in new generation. Increases to the target end in 2020 with required renewable electricity fixed at 33,000 GWh. The failure of successive governments to put in place new mechanism for supporting investments in new energy generation has led to business uncertainty and inadequate investment in renewable energy. This has led to increased wholesale electricity prices, setback action on climate change and a represents a missed opportunity for the country to transition smoothly to an economy based on clean energy. The Renewable Energy (Electricity) Amendment (Continuing the Energy Transition) Bill 2017 will amend the Renewable Energy (Electricity) Act 2000 so as to continue increases to the Renewable Energy Target until 2030 to support increased renewable energy generation through the next decade. FINANCIAL IMPACT The bill will have no financial impact. NOTES ON CLAUSES Clause 1 sets the title of the Act. Clause 2 states that the Act commences the day it receives the Royal Assent. Clause 3 sets out Schedule 1 to the Act which amends Section 40 of the Renewable Energy (Electricity) Act 2000 replacing the required GWh of renewable source electricity for the years 2021-2030, which is currently fixed at 33,000 GWh, with a new list that increases year on year.
STATEMENT OF COMPATIBILITY WITH HUMAN RIGHTS Prepared in accordance with Part 3 of the Human Rights (Parliamentary Scrutiny) Act 2011 Renewable Energy (Electricity) Amendment (Continuing the Energy Transition) Bill 2017 This bill is compatible with the human rights and freedoms recognised or declared in the international instruments listed in section 3 of the Human Rights (Parliamentary Scrutiny) Act 2011. Overview of the bill The Bill extends and increases the Renewable Energy Target. Human rights implications This bill does not engage any of the applicable rights or freedoms Conclusion This bill is compatible with human rights because it does not raise any human rights issues.
