                            EXPLANATORY MEMORANDUM

  QUARANTINE CHARGES (IMPOSITION - EXCISE) AMENDMENT BILL 2014

This addendum sets out additional information which will be added to the Revised
Explanatory Memorandum, to address recommendations made by the Standing
Committee for the Scrutiny of Bills in the Fourth Report of 2015.
General Outline
At the end of the fourth paragraph, include the following text:

         The Imposition Acts retain the safeguard that the Minister must be satisfied
         that the amount of the charge under each Act is set at a level that is designed
         to recover no more that the Commonwealth's likely costs in connection with
         the matter.

         Replace all references to `section 628' of the Biosecurity Act and replace with
         `section 592'.

         Replace all references to `section 628' of the Biosecurity Act and replace with
         `section 592'.
