                               CORRECTION TO THE

                          EXPLANATORY MEMORANDUM


FINANCIAL IMPACT STATEMENT

To correct errors, make the following changes:

Paragraph two, second line - omit '$345.8 million' and substitute '$345.7 million'.

Paragraph two, third line - omit '$245.3 million' and substitute '$245.2 million'.

Paragraph four, first line - omit the words 'deliver a cost' and substitute 'deliver
savings'.

Paragraph four, second line - omit '$22.9 million' and substitute '$3.2 million'.

Paragraph four, fourth line - omit '$10.3 million' and substitute '$9.9 million'.
