                        EXPLANATORY MEMORANDUM




CLAUSE 2 COMMENCEMENT

Thirteenth line - omit "the day after the Bill receives Royal Assent", substitute "on
the day the Bill receives Royal Assent" to correct an error in the Explanatory
Memorandum.
