                   ADDENDUM TO THE EXPLANATORY MEMORANDUM



Insert new sentence at the end of the Overview of proposed constitutional
alteration -


 "The principal object of the constitutional alteration is to provide
specifically for direct funding from the Commonwealth to local government,
and thereby recognise local government in the Constitution, without
diminishing the role of State Governments."
